For the April-June quarter, opportunities for job seekers are expected to be considerably weaker than previous year as the Indian companies gauge the impact of the ongoing global slowdown compounded by automation in the IT sector and talent scarcity for niche skills.

About one per cent planned to decrease and 68 per cent expected no change, resulting in a net employment outlook of +18 per cent.

The hiring activity is expected to remain steady says the survey with employers in only blackjack online three other countries report more optimistic second-quarter hiring plans than those in India. The strongest hiring prospects are reported in the services sector where employers report a Net Employment Outlook of +22 per cent. Healthy hiring activity is also forecast by employers in the public administration, education sector and the wholesale and retail trade sector.

Manufacturing sector employers expect steady payroll gains, reporting an Outlook of +16 per cent, while Outlooks of +15 per cent are reported in both the Finance, Insurance & Real Estate sector and the Mining & Construction sector. Meanwhile, Transportation & Utilities sector employers report the most cautious Outlook of +10%.

Hiring intentions weaken in six of the seven industry sectors when compared with 1Q 2017. Transportation and utilities sector employers report the most noteworthy decline of 9 percentage points, while Outlooks are 7 and 6 percentage points weaker in the mining and construction sector and the manufacturing sector, respectively. However, employers in the wholesale and retail trade sector report no quarter-over-quarter change.

When compared with this time one year ago, Outlooks decline in all seven industry sectors. Sharp declines of 27 and 24 percentage points are reported in the Manufacturing sector and the mining and construction sector, respectively, while the Outlook for the Transportation & Utilities sector is 21 percentage points weaker. Services sector employers report a decrease of 19 percentage points and Outlooks decline by 17 and 14 percentage points in the Finance, Insurance & Real Estate sector and the Wholesale & Retail Trade sector, respectively.

Employers in all four regions anticipate an increase in staffing levels during 2Q 2017, with the strongest labor market forecast for the South, where the Net Employment Outlook is +29 per cent. Elsewhere, steady payroll gains are expected in the North and the West, with Outlooks of +18 per cent and +15 per cent, respectively, while the Outlook for the East stands at +12 per cent.

When compared with the previous quarter, Outlooks decline by 5 percentage points in both the North and the East, while employers in the West report a decrease of 4 percentage points. Meanwhile, employers in the South report relatively stable hiring intentions.

AICTE, Wheebox tie-up to make students job ready

This will help engineering and MBA schools to take pre-emptive measures to improve various employability skills of students and make them job ready before they start applying for jobs, AICTE said in a release issued here today.

Under this association, Wheebox will conduct employability skill test to give all aspirants a snapshot of their capabilities around numerical aptitude, problem solving, English, computing skills and psychometric traits.

Additionally, the candidates will also be assessed on their respective domain knowledge.

“Under this initiative, AICTE’s strategic association with Wheebox will enable candidates from technical and business schools to test their employability skills in a standardised way by using Wheebox Employability Skill Test,” AICTE Chairman Anil Sahasrabudhe said.

IBPS recruitment 2016: The Institute of Banking Personnel Selection (IBPS) has invited eligible candidates (CWE-V) for the posts of officers (scale I, II & III) and office assistants (multipurpose) in participating Regional Rural Banks (RRBs). The aspirants can start applying from today.

The recruitment exam will be held in November/December. As many as 56 RRBs are offering 16,560 posts of Group ‘A’ Officers & Group ‘B’ Office Assistants. The online applications for IBPS RRB recruitment 2016 will end on  September 30, 2016.

IIT-KGP to teach science behind happiness


KOLKATA: IIT Kharagpur (Kgp) will soon introduce an innovative new course that will involve researching the science behind happiness with an aim to develop “a happy eco-system”.

The ‘Rekhi Centre of Excellence for the Science of Happiness’ is the brainchild of IIT-Kgp alumnus Satinder Singh Rekhi and will start by offering a micro-credit course for students from this autumn semester.

“The upcoming centre is a unique initiative that would conduct research and teach practical ideas based on the science of happiness and positive psychology and help develop an eco-system of happy and successful KGPians,” said Rekhi.

In addition to providing financial support to the centre, Rekhi would also be part of programme management as its honorary chairman.

“The new centre is going to be a landmark achievement and will help our students to embrace happiness and have better control over their emotions,” said IIT-Kgp Director, PP Chakrabarti.

“The impact would go beyond the student community of the institute and trigger happiness and positivity in the society through these students,” he added.

The courses will involve students researching and exploring happiness, positive psychology and related concepts in themselves and in others.

Certificate courses will also be offered to outsiders.

The centre will organise its first international workshop on the science of happiness next month in Kolkata and Kharagpur in which corporate leaders, working professionals and renowned academicians from across the globe are expected to take part.

Indian-origin entrepreneur launches new global education fund

Dubai: An Indian-origin entrepreneur in the UAE today launched a new USD 200,000 fund to support education projects around the world by providing good teachers and quality education to every child including refugees.

Kerala-born Sunny Varkey, 59, a Dubai-based education philanthropist, launched the Varkey Foundation Challenge Fund here at the two-day Global Education and Skills Forum 2016.

The first allocations of the fund will go for projects in the Middle East, China, Ghana and Ukraine, Varkey said.

“The Challenge Fund looks to support early-stage initiatives which build the capacity of teachers and to strengthen the status of the teaching profession. As with the Global Teacher Prize, it is part of the Varkey Foundation’s vision of providing every child with a good teacher and a quality education,” Varkey said.

Jusoor, one of the recipients of the fund, develops educational programmes to meet the needs of Syrian children in Lebanon, Jordan, Turkey, Iraq and Egypt through establishing training for educators involved in emergency education and sharing expertise with teachers globally.

As refugees continue to move around the world, the fund will enable them to receive education.

“We are honoured to have been awarded a grant from the Varkey Foundation’s Challenge Fund to implement a programme that will improve delivery of emergency education to Syrian refugee children in the Middle East,” Director of Jusoor Maya Alkateb-Chami said.

“This collaboration will develop responsive and resilient educational programmes by providing much-needed teacher training and a space for collaboration and exchange of expertise in the area of non-formal education,” Maya said.

The other programmes to receive grants include Teach For Ghana which recruits Ghana’s most promising university graduates and young professionals from varied disciplines to teach in under-served rural communities through a two-year fellowship, Bridging Education And Mobility which aims to launch a new teacher development network in China.

It will induct 1,000 teachers per month by 2017, targeting the learning outcomes of the 175 million rural Chinese children and Centre for Innovative Education Pro.

Svit, a programme contributing to educational reform in Ukraine by helping teachers make the learning experience more effective.

The grants, worth around USD 50,000 each, will be implemented from April this year spread across a maximum of two years.

Did not get admission into the best government medical college in your state? Not even to the bottom rung ones? Don’t worry. Your best bet might be to buy a seat in the worst private medical college in the state and pray that it doesn’t get permission to take in students in the coming years. If that happens, you can go crying to the courts seeking relief and the state government will be ordered to accommodate you in the very colleges you could not get into.

That may sound like a bizarre strategy, but this is exactly what has been happening in state after state with several private colleges failing to get permission for student intake after the first, second or third batch. Then the regular pattern of petitioning courts, getting accommodated in government colleges and so on gets rolling.

How can a medical college given recognition and allowed to take in students one year, be found deficient the next year or the year after and be barred from intake? This is thanks to the Medical Council of India’s haphazard system of setting up medical colleges. Any trust, society or company can start a medical college without infrastructure and faculty in place for a full-fledged medical college. All it needs is enough infrastructure for first year MBBS students’ needs and an undertaking that the rest will be put in place. A new college has to be inspected by the MCI assessors every year for up to five years to get permission for intake. Every year, the MCI decides that several colleges are “not approved/permitted for intake”. This is followed by dozens of cases being filed in high courts and the Supreme Court by the management of these colleges challenging it and by students or their parents asking for relief. In 2015 alone, 27 colleges accounting for 3,650 seats were not allowed intake that year.

An analysis of college-wise and year-wise data on intake allowed per college, available only from 2011, showed that about 42 colleges, almost all private, were barred from taking in students for a year or more in this period, in some cases ever since the first batch was taken in.

“They (college managements) are constantly hustling the authorities to give them permission to start taking in students even when there is almost no infrastructure. With political connections (most trusts are either run by or include politicians or their family members) they manage to get the permission too,” said a medical college professor familiar with the process of college recognition.

Out of 10 private medical colleges started in 2014, six accounting for about 900 seats were not allowed intake in 2015. So, what happens to the 900 students admitted into them in 2014, many after paying lakhs as capitation fees?

“When denied permission, college managements tell students and their parents to go to court and seek relief if they don’t want their investment to go waste,” explained a lawyer appearing for some students in Karnataka.

Take the example of Chintpurni Medical College in Punjab. After getting permission to start taking in students in 2011, the college failed to get permission to admit students in subsequent years. Recently, following an order of the Punjab and Haryana HC, the MCI had to give permission to shift the 141 students who were admitted to Chintpurni in 2011 to nine other colleges in the state, three government and six private.

Several questions remain unanswered. What is the liability of the trust which set up the college? What about the capitation fee and other fees collected by the college? How will students who did not come through a common entrance test based on merit be accommodated in other colleges which too have a fixed intake per year? No one appears to be held accountable, neither the college authorities nor the MCI, for the fiasco.

State governments are forced by courts to accommodate these students, thanks to a para in the fixed format of the essentiality certificate, which the state has to issue for any medical college to get permission from MCI to start admissions. This para states “in case the applicant fails to create infrastructure for the medical college as per MCI norms and fresh admissions are stopped by the Central Government, the State Government shall take over the responsibility of the students already admitted in the College with the permission of the Central Government”. This clause is cited by courts to make state governments accommodate students in the best medical colleges in the state, despite their never having come through the merit system.


“The process of medical college recognition is in total anarchy. Shortage of faculty, despite extending retirement age, has meant that many retired government professors are shown as faculty in several medical colleges and draw salary from all of them whether they teach there or not. In the name of addressing doctors’ shortage, all kinds of short cuts are being allowed in setting up of colleges. In many colleges, there isn’t enough patient load and so students are becoming doctors without acquiring any clinical skills. We need a comprehensive scrutiny of existing colleges to understand the problems and then frame rules. Till then, no more colleges ought to be recognised,” said Dr B Ekbal former vice chancellor of the University of Kerala and chairperson of the committee which prepared the report for the setting up of the Kerala University of Health Sciences (KUHS), to which a majority of medical colleges in the state are affiliated.

According to Dr Raj Bahadur, vice chancellor of Baba Farid University of Health Sciences and member of MCI’s monitoring committee, the answer was to use rigorous parameters when giving permission to open a medical college. “All have to shoulder the responsibility to open a medical college with all facilities in place. The current business model of starting of a medical college and then using money extracted from students to complete the project is wrong,” said Dr Bahadur.


Government school teachers will get an online “individualized learning platform” and during the vacations, sixth-grade students will attend summer camps run by willing school management committees this year. A mobile application for SMCs to report school issues on and training of nearly every group involved in the schooling process — from administrators to local community — are also in Delhi Government’s action plan for education in 2016-17.

Education minister Manish Sisodia, senior officials of the Directorate of Education and non-government organisations who will manage the bulk of the programmes, revealed the action plan before over a 1,000 principals and 200 mentor teachers. The NGOs involved include Pratham, Creatnet Education and Saajha.

The teacher training programme will be recast into a new format. As principal advisor to the DoE, Shailendra Kumar explains, they’ll now begin through a “change in perspective” — instill the belief that everyone can learn — work on foundation skills for students of Class I to IX and subject knowledge of teachers who teach Classes IX to XII. “The programme of each stakeholder will be aligned to achieve these goals but I’m not talking about learning goals that are set for the month. Those have to be achieved, of course, but kids need to develop their basic abilities too,” he says. The “key points of intervention” are teachers, heads of school, SMCs, education administrators. Help will be at hand for teachers in the form of mentor teachers who, in turn, will received intense training. For teachers of senior classes, there will be an online platform “with content across different subjects.”

Over 800 heads of school will be trained in small groups; many will travel to different parts of the country and abroad to share best practices with school leaders there. The government intends to also increase involvement of the family in the students’ learning. SMCs, like the estate managers will be armed with a mobile application through which they can report issues with their respective schools to the authorities — mainly the deputy directors of education. Cluster resource coordinators will be “strenghtened”; SMCs trained. This year, the government intends make “creative use” of the summer vacation for Grade VI. Willing SMCs can sign up to run summer camps and esliber “activity-based learning through interaction and group projects.”

Even education administrators will be trained — many are promoted from schools — and will finally form a forum on which they can share solutions.

“Teachers need to be clear about why they’re teaching,” observes Sisodia, “If they aren’t, they are merely transfering data.” His plan to reduce the syllabus is also on the cards and he tells principals he was merely doing their bidding by suggesting it. He believes textbooks writers and educationists have so far done their work in “five star hotels” and “sitting on the beach.”
