Global experts to guide education ministries

A new group of education experts named as Atlantis Group, comprising 20 former Education Ministers and Heads of State who will provide advice on global education issues to current governments, was launched at the Global Education & Skills Forum (GESF) 2017, in Dubai on Sunday.

Members of the global group include Arne Duncan, former United States Secretary of Education under President Obama, former United Kingdom Education Secretary Michael Gove, former Greek President George Papandreou, former Lebanese Minister Elias Bou Saab, and former Peruvian Minister and incoming Head of the World Bank Education team, Jaime Saveedra.

The group will act as an advisory body to education ministries around the world who are dealing with issues relating to education in their own country, drawing upon the views and experiences of members to provide the highest quality expertise and recommendations.

The group will be advised by Irina Bokova (Director-General, Unesco), Andreas Schleicher (Director of Education and Skills, OECD), and Professor Fernando Reimers (Faculty Director, International Education Policy at Harvard University).

Initially, the group will work on future of education leadership at all levels, including the political leadership.

Rajasthan To Include ‘200 Historical Personalities In School Syllabus To Learn About The Glorious History’

As part of the school syllabus revision in Rajasthan, the Bharatiya Janata Party government led by Vasundhara Raje has decided to include the references of 200 historical personalities. According to Primary and Secondary Education Minister Vasudev Devnani, ‘slave mentality did not allow some books on history to come out’ and ‘now it is time for students to learn about the glorious history’, reported Press Trust of India.

“Rajasthan has a glorious history. We need to rise above the slave mentality and to connect students with historic truths. Post Independence, several history books were not allowed to come out just because of the slave mentality,” the minister said.

According to the minister, the government of Rajasthan is pushing digital technology to reform the education sector. The change will happen in the school uniforms also from the 2017-2018 session, in which the light brown coloured uniforms are going to replace the existing khaki and blue uniforms.

The minister said that the change in uniforms will boost the student’s confidence.

According to reports, Modi government’s demonetization and digital economy plans have made into the Class XII textbook of economics in the state. Meghna Chaudhary, Secretary of the Board of Secondary Education Ajmer recently said that inclusion of digital economy lessons is part of government’s push for cashless economy.

Jawaharlal Nehru University To Be Presented Visitor’s Award For ‘Best University’ Tomorrow

Jawaharlal Nehru University (JNU) will be awarded the the annual Visitor’s Award for the ‘Best University’ tomorrow. The President of India, Shri Pranab Mukherjee will present the Visitor’s Awards for the year 2017 at a function to be held at Rashtrapati Bhavan on March 6, 2017, as part of the ‘Festival of Innovations’. The ‘Best University’ will receive a Citation and Trophy while winners of Visitor’s Award for ‘Innovation’ and ‘Research’ will receive a Citation and cash award of Rs. one lakh.

Instead, the petition requested the President to nominate a joint delegation consisting of students, teachers, staff and workers of JNU to receive the award jointly on behalf of the JNU community.

“For past one year, JNU has witnessed unprecedented attacks and crackdowns on all these values, ever since Prof. M Jagadesh Kumar took over as Vice Chancellor of JNU,” said the petition.

Dr. Deepak Pant from Central University of Himachal Pradesh won the Visitor’s Award for ‘Innovation’ while the Visitor’s Award for ‘Research’ has been jointly won by Dr. Shyam Sunder from Banaras Hindu University and Prof. Niranjan Karak from Tezpur University.

Delhi Government: Class 9 to 12 Students From Girls Schools Included In Mid-Day Meal

The Delhi government will provide the mid-day meal to students of classes 9 to 12 also in all its girls schools. Bananas and eggs will also be added to the meal. At present, students up to upper primary level, or class 8, are covered under mid-day meal scheme. “In first of its kind initiative we have decided to expand the mid-day meal scheme beyond primary and upper primary level and cover the girl students of classes 9 to 12 in this scheme,” Atishi Marlena, advisor to Deputy Chief Minister Manish Sisodia, who also holds education portfolio, told reporters. The Delhi government will bear the cost of mid-day meal beyond class 8 and there will be a dedicated budget for this initiative.

Marlena said that the central government provides free ration and approximately Rs. 95 to 96 crore to the Delhi government for mid-day meal up to upper primary level.

“Now the extension of mid-day meal up to class 12th for girl students will attract extra expenditure for which government will spend an additional amount of approximately Rs. 50 crore,” she said.

On the reason behind the move, Marlena said that many principals informed the government that some students, after reaching Class 9, still ask for mid-day meals.

“Initially in the first phase, the extension of mid-day meal scheme will be for girl students only, but later, if required, we will expand it to boys’ school as well,” she said.
Marlena said that in another major decision the Aam Aadmi Party government has decided to give a banana and an egg to each student under mid-day meal scheme so that students could get more nutrients in their meal.

“We are doing this with an aim to fight malnourishment and anaemia, especially in female students. We will also measure the body mass index of the girl students,” she added.

There are around 1,000 government run schools in the city out of which around 450 schools are for girls. Total 16 lakh students study in these schools upto class 12.

To avail scholarship, Aadhaar now mandatory for college and varsity students

To avail benefits under the Central Sector Scholarship Scheme for College and University students, applicants will now have to furnish proof of possession of Aadhaar card or undergo Aadhaar authentication, the human resource development (HRD) ministry has said.

Those receiving these scholarships but who don’t have an Aadhaar card will have to apply for enrolment by June 30 this year, the ministry said in a notification. However, this will not be applicable in Jammu & Kashmir.

As per another notification issued by the ministry, students who wish to avail the National Means-cum-Merit Scholarship Scheme will also have to apply for Aadhaar by June 30, though it exempts the states of J&K, Assam and Meghalaya.

According to officials, the move will bring in transparency and enable beneficiaries to get their entitlements directly in a convenient and seamless manner, and Aadhaar obviates the need for producing multiple documents to prove identity.

However, till the time Aadhaar is assigned to the students, they may get scholarships on the basis of documents like Aadhaar Enrolment ID slip, Aadhaar enrolment application, voter identity card, PAN card etc.

Similar provisions have also been made in the notification related to the Means-cum-Merit Scholarship Scheme for schoolchildren.

The notification shall come into effect from the date of its publication in all states except Jammu and Kashmir.

Govt schools adhering to RTE Act norms: Centre tells high court

NEW DELHI: The Centre on Monday claimed in Delhi high court that government-run schools in the country were adhering to norms mandated under the Right of Children to Free and Compulsory Education (RTE) Act and regular monitoring and review was being done to check compliance.

In its affidavit, Ministry of Human Resource Development (MHRD) said after the RTE Act came into effect from April 1, 2010, over 44,400 schools building and seven lakh additional class rooms were sanctioned to states and Union Territories (UTs) under the ‘Sarva Sikhsha Abhiyan’.

MHRD sought dismissal of a PIL which has sought that schools owned or controlled by government or local authorities should obtain a recognition certificate under the Act like private educational institutions, saying it was “devoid of merit”.

“Since RTE Act, 2009, came into effect from April 1, 2010, 44,495 schools buildings, 7,00,460 additional class rooms, 5,46,513 toilets and 34,671 drinking water facilities have been sanctioned to states and UTs under Sarva Sikhsha Abhiyan programme to augment the school infrastructure for compliance with provisions of RTE Act,” it said in its affidavit filed before a bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal, which did not sit on Monday.

The ministry further said that government schools were substantially complying with the norms mandates by the RTE Act and its schedule and the substantial degree of compliance was reflected by regular monitoring and reviews done by the central government to check compliance.

The government’s response came on a PIL filed by an NGO, Independent Thought, which alleged that exclusion of the government-run schools under Section 18(1) of the RTE Act from obtaining a recognition certificate violated the Constitution.

The plea alleged that section 18 of the RTE Act would show that all schools owned or run by government and/or its agencies have been excluded from the ambit of sections 18 and 19 of the Act.

The Act, which came into force in April 2010, makes it mandatory for all private schools to seek state government’s recognition. The law stipulates that all schools must procure a “recognition certificate” from the government which would be renewable every three years.

Institutions failing to obtain the certificate can be deemed derecognised and heavy fines could also be slapped on them under the provisions of the Act.

NEW DELHI: The Union HRD ministry will soon take a call on whether the Class X board examination should be made compulsory for students of CBSE schools.

Speaking to reporters after the 64th CABE meeting on Tuesday, HRD minister Prakash Javadekar said that many state boards are already conducting Class X exams.

“Since the matter relates to Class X exams for CBSE, which comes under the HRD ministry, we will soon take a decision in this regard separately,” Javadekar said when asked if any decision related to Class X board exams was taken today.

There were reports that a decision regarding the compulsory CBSE Class X board examinations, which was scrapped in 2010 in order to reduce pressure on students, is likely to be reintroduced.

Javadekar, however, suggested that the Board exams, if they are introduced may be brought in only from the next session.

In the education sector, changes are generally made with regard to the upcoming session, he said.

Sources suggested while there is a view in the ministry in favour of making the CBSE class X examination compulsory, a final decision may be taken in consultation with the CBSE.

A press release issued by the HRD ministry after the CABE meeting also mentioned that a presentation on Compulsory Board examination in class X was also made.
